Pro­ject de­scrip­tion:

The Cen­ter for Chinese Leg­al Stud­ies at the Max Planck In­sti­tute for For­eign and In­ter­na­tion­al Crim­in­al Law is part of a co­oper­at­ive pro­ject on the “Mod­ern­iz­a­tion of Crim­in­al Justice Sys­tems” between the Max Planck In­sti­tute for For­eign and In­ter­na­tion­al Crim­in­al Law and the China Uni­versity of Polit­ic­al Sci­ence and Law (CUPL). The co­oper­a­tion is part of the broad­er “2011 Plan” that aims to strengthen the in­nov­a­tion ca­pa­city of high­er edu­ca­tion in­sti­tu­tions in China. It was ori­gin­ally ini­ti­ated by the Chinese Min­istry of Edu­ca­tion with the sup­port of the Chinese Min­istry of Fin­ance.

The Col­lab­or­at­ive In­nov­a­tion Cen­ter of Ju­di­cial Civil­iz­a­tion (CICJC) was es­tab­lished in 2012. Ini­ti­ated by CUPL, with Jilin Uni­versity and Wuhan Uni­versity as key par­ti­cipants, the CICJC in­volves more than thirty na­tion­al col­lab­or­at­ive par­ti­cipants and more than ten over­seas col­lab­or­at­ive uni­versit­ies and in­sti­tu­tions (lis­ted be­low).

The goals of the CICJC are: 1) to ex­plore jur­is­pru­dence in a sci­entif­ic way (the­or­et­ic­al in­nov­a­tion); 2) to struc­ture an ad­vanced ju­di­cial sys­tem (in­sti­tu­tion­al in­nov­a­tion); 3) to pro­mote fair ju­di­cial op­er­a­tions (prac­tic­al in­nov­a­tion); 4) to pre­pare bril­liant ju­di­cial elites (edu­ca­tion­al in­nov­a­tion); and 5) to cul­tiv­ate a ju­di­cial cul­ture of ra­tion­al think­ing (cul­tur­al in­nov­a­tion). To achieve these goals, the CICJC con­ducts train­ing pro­grams for law stu­dents, spon­sors in­ter­na­tion­al aca­dem­ic con­fer­ences, cre­ates a rank­ing sys­tem (ju­di­cial civil­iz­a­tion in­dex) of thirty-one (31) provinces in China, and es­tab­lishes over­seas re­search cen­ters.

The Cen­ter for Chinese Leg­al Stud­ies at the Max Planck In­sti­tute is the first over­seas re­search cen­ter of the CICJC. The Cen­ter provides a plat­form for mu­tu­al un­der­stand­ing between China and Europe, es­pe­cially Ger­many, in re­spect of leg­al re­search and leg­al edu­ca­tion. By or­gan­iz­ing in­ter­na­tion­al con­fer­ences, work­shops, and oth­er aca­dem­ic activ­it­ies, the Cen­ter provides an ex­cel­lent plat­form for in­ter­na­tion­al leg­al re­search and ex­change.

The Cen­ter for Chinese Leg­al Stud­ies at the Max Planck In­sti­tute for For­eign and In­ter­na­tion­al Crim­in­al Law was of­fi­cially opened on 6 Decem­ber 2013.
